Stakeholders’ Meeting on the Development of the Implementing Rules and Regulations (IRR) of Republic Act No. 12174

Government representatives, sectors leaders, academic experts and advocate groups, converged at the Bureau of Fire Protection National Headquarters on 15 September 2025 to come up with the Implementing Rules and Regulations (IRR) for Chemical Weapon Prohibitions Act (Republic Act No. 12174).

Anti-Terrorism Council-Program Management Center (ATC-PMC) Director Jose S. Embang, Jr. delivered the opening statement in the key stakeholder meeting. Prof. Irma R. Makalino, MD and Coordinator of CBRN Health Security led the line-by-line review of the draft IRR.

The session built upon earlier writeshops (August 27 and September 3) involving key government bodies. Attendees included representatives from the government- DENR-EMB, BOC, FPA, OTS, DILG, DTI-STMO, DOJ, DOH, PNP; Industry- Samahan sa Pilipinas ng mga Industriyang Kimika (SPIK) members; Laboratories- Philippine Institute of Pure and Applied Chemistry (PIPAC) and Academe- UP Manila College of Medicine and UP Institute of Chemistry

Stakeholders’ Meeting on the Development of the Implementing Rules and Regulations

RA 12174 passed into law in April 2025 criminalizes the development, production, and use of chemical weapons. It is through this IRR that we come with an effective enforcement and compliance mechanism for the Philippine industries and institutions. The rules in their final version will be presented for executive approval in the coming weeks.
