Collaborative Initiatives to Enhance Controlled Chemicals Management

Key stakeholders of the Board of Investments (BOI), Samahan sa Pilipinas ng mga Industriyang Kimika (SPIK) being represented by President Aldrich F. Bentilanon, Integrated Chemists of the Philippines (ICP), and Philippine National Police – Firearms and Explosives Office (PNP-FEO) were gathered at BOI Conference Room on 12 March 2026. Updates on the Implementing Rules and Regulations (IRR) of RA 9516, particularly on enhanced control measures for regulated chemicals, were discussed at a Technical Working Group meeting.

An important part of the meeting focused on the Terms of Reference (TOR) for institutionalizing the Research & Development (R&D) Team, whose primary role is to facilitate the effective implementation of the PNP-FEO’s IRR on Controlled Chemicals. TOR seeks to establish roles and responsibilities to strengthen coordination and enforcement efforts. This multilateral joint action is important not only to ensure compliance but also to improve regulatory frameworks and promote responsible chemical management. The partnership shows that the government and industry are committed to protecting public health and national security via controlled chemicals.
