The Oak Ridge National Laboratory (ORNL) through the Chemical Safety Engagement Program of the U.S. Department of State conducted a 3-day workshop on the fundamentals of chemical security on September 26-28, 2017 at the Dusit Thani Hotel in Makati City.

A roundtable discussion, led by Director Luis Catibayan of the DTI- Strategic Trade Management Office (STMO), on the Strategic Trade Management Act (STMA) was held. The discussion highlighted the important developments in regards to chemical security for the chemical industry in the Philippines.

Mr. Jim Snyder provided a presentation on chemical security in a corporate context. This topic provided an avenue to evaluate the value proposition for chemical security in a company and outlined a suggested implementation strategy within the context of a comprehensive Enterprise Risk Management program.

Chemical security fundamentals(small)

Other topics such as chemical specific concern, chemical safety and security fundamentals and synergies, chemical hazards and implementing systems to minimize risks, chemical security site characterization overview, introduction to vulnerability assessment, physical protection system and overview on transportation security were presented by Ms. Liza Loden and Mr. James Duhamel.

Participants were able to examine a mock small chemical industrial facility layout, determine potential vulnerabilities and hazards and apply the chemical safety and security concepts during the tabletop exercise on Vulnerability Assessment in a Small Industrial Facility.

Ending the 3-day workshop was a facility tour at the Trans World Trading Co., Inc.
