06 Mar Consultative Meeting on Revised Priority Chemical List and Draft Policy on High Volume Chemicals (HVCs)
The Environmental Management Bureau (EMB) conducted a consultative meeting on the amendment of the Revised Priority Chemical List (PCL) (DAO 2005-27) and the final draft policy of High Volume Chemicals (HVCs) on February 27, 2017 at the Air Quality Management Training Center (AQMTC) Building, DENR Compound, Visayas Avenue, Diliman, Quezon City.
The final list of the 232 chemicals to be included in the HVC was presented by Ms. Tess Corpuz, consultant of EMB. HVCs are chemicals and chemical substances already in commerce and are manufactured or imported or used in the Philippines in quantity equal or more 500 Metric Tons (MT) per year. These chemicals are also considered to have higher potential for human and environmental exposure because of their high volumes.
42 of the HVCs were nominated to be included in the PCL. All HVCs were evaluated based on acute toxicity, chronic toxicity, developmental toxicity, reproductive toxicity, mutagenicity, aquatic toxicity and environmental fate such as bioaccumulative, persistent and non-degradable.
Representatives from other government agencies, FDA, DOH, OSHC, DOLE- BWC, DENR-PEPP, EMB- Hazwaste, industry associations, SPIK, PCAPI, FPI, PBMA and non-governmental associations, Ecowaste Coalition and Ban Toxics were encouraged to provide comments to the draft policy on HVC and 42 chemicals for PCL.
