The meeting between the SPIK Board of Directors, Responsible Care Council, and the Anti-Terrorism Council-Program Management Center (ATC-PMC) at the Mabini Hall, Malacañang Complex was a significant event led by SPIK President Engr. Gretchen F. Enarle. The meeting provided an opportunity for both organizations to collaborate and discuss important matters relating to the chemical industry and national security.

The meeting commenced with a message from Undersecretary Bernardo Florece Jr., the Executive Director of the ATC-PMC, who introduced the agency as a policy-making body operating under the Office of the President of the Philippines. The primary objective of the ATC-PMC is to provide assistance to the Anti-Terrorism Council in fulfilling its mandates. During the meeting, Mr. Louie Aldrin Intalan, Presidential Staff Officer from the ATC-PMC presented the current activities of the agency in relation to the Chemical Weapons Convention (CWC). One of the key highlights of the meeting was the presentation of House Bill 9571 which was approved on third and final reading on January 23, 2024. The HB 9571 which prohibits the development, production, acquisition, stockpiling or retention of any chemical weapons, among others designates the Anti-Terrorism Council (ATC) as the Philippine National Authority on the Chemical Weapons Convention (PNA-CWC) to be headed by the Executive Secretary.  Usec. Bernardo Florece expressed his support for the initiatives of the chemical industry, understanding the need for a streamlined regulatory framework and regulatory simplification to avoid overlap. Additionally, Atty. Ser-Me Ayuyao, the Chief of Staff of the ATC-PMC, emphasized the importance of balancing security concerns with economic growth.

The representatives from SPIK, led by Engr. Enarle, presented the various activities of the organization pertaining to chemical safety and security, as well as the Responsible Care program. Engr. Enarle also highlighted the Philippine Chemical Industry Roadmap and its eight included strategies. This presentation showcased SPIK’s dedication to the industry’s growth while maintaining safety and security measures. The open forum was later then moderated by Ms. Greztelle Gayle Gloria- Raagas, Presidential Staff Officer. The meeting served as a platform for reinforcing the chemical industry’s support for ongoing discussions surrounding the Chemical Weapons Convention (CWC). The collaboration between the ATC-PMC and SPIK demonstrated the industry’s commitment to these discussions and finding effective strategies for implementation. Additionally, the meeting offered an opportunity for both organizations to explore ways to support the implementation of the Philippine Chemical Industry Roadmap. By exchanging ideas and expertise, SPIK and the ATC-PMC can work together to overcome challenges and drive progress in the industry.

Overall, the meeting between the SPIK Board of Directors, Responsible Care Council, and the ATC-PMC was highly productive and promising. It showcased the dedication of both organizations to the chemical industry’s growth, safety, and security. Through collaboration and mutual support, they are well-positioned to address industry challenges and contribute to the implementation of the Philippine Chemical Industry Roadmap.
