The Philippine National Police (PNP) in cooperation with the Board of Investments (BOI) conducted the final public consultation on the draft Implementing Rules and Regulations (IRR) of Controlled Chemicals pursuant to Section 4-C to 4-F of Presidential Decree No. 1866 as amended by Republic Act No. 9516 on April 06, 2016 at BOI– AVR.

Assistant Secretary Rafaelita Aldaba of BOI delivered the Welcome Remarks to the stakeholders from the chemical industry associations (SPIK, FPI, Philexport, POMA, APMP, SEIPI, PCCI, PAPM, PAPIM, mining sector, Japan Chamber of Commerce, European Chamber of Commerce), academe, government agencies (PDEA, DDB, BOC, FPA, DILG, PEZA, EDC, EMB) and to the officers and staff of the PNP headed by Police Senior Superintendent Elmer G. Soria, Director of Civil Security Group (CSG). The discussion was facilitated by Dir. Eries Cagatan- Director, Manufacturing Industries Service of BOI.

The IRR with the expected effectivity on May 7, 2016, is set to address the redundant process in securing permits and licenses for the controlled chemicals impeding the flow of goods and hampering industry competitiveness. In the meeting chaired by Cabinet Sec Rene Almendras on December 2015, he directed DILG and PNP to finalize the list of controlled chemicals and to come up with an IRR. It must be noted that the growth of the chemical and semi-conductor industries were greatly affected with the expansion of coverage on the controlled chemicals.
