SPIK Visits the Philippine National Police Firearms and Explosives Office

On October 1, 2026, the Samahan sa Pilipinas ng mga Industriyang Kimika (SPIK) paid a formal courtesy visit to the Philippine National Police (PNP) Firearms and Explosives Office (FEO). The delegation was led by SPIK President Engr. Aldrich F. Bentilanon and Vice President Jahzon Lih, accompanied by Directors Gretchen F. Enarle and Reinier Bagabay, as well as SPIK Secretariat Ms. Antonette Fallarme. Additionally, Ms. Geraldine Buela of the Board of Investments (BOI) and senior executives from TNC Chemicals Inc. joined the distinguished group.

Upon arrival, the delegation received a warm welcome from Police Colonel Rex B. Buyucan, who currently commands the Explosive Management Division (EMD) within the PNP FEO. Colonel Buyucan outlined the division’s operational mandates and challenges, focusing on the intricacies of explosive materials and controlled chemicals regulation and enforcement.

In addition, fruitful dialogues transpired with Police Brigadier General Melecio Buslig Jr., the incumbent Chief of the PNP Firearms and Explosives Office. General Buslig shared valuable insights into strategic initiatives to strengthen regulatory frameworks and streamline operations.

Key matters discussed included optimizing procedural workflows to streamline activities involving controlled chemicals; proposed revisions to the Implementing Rules and Regulations (IRR) to strengthen compliance and governance; and pressing election-related concerns about securely managing explosives and controlled chemicals during critical periods. These discussions underscored a shared commitment to collaboration, regulatory excellence, and public safety.
