13 Apr TWG on Controlled Chemicals Discusses Terms of Reference to Strengthen Research and Development for IRR Implementation
The Technical Working Group (TWG) on Controlled Chemicals held its meeting on April 13, 2026 at BOI, Makati City. The session was chaired by Mr. Reynaldo D. Lignes, Acting Director of the Manufacturing Industries Service, and was attended by members of the TWG alongside representatives from the Integrated Chemists of the Philippines (ICP), PNP-FEO and Forensic Group, DOST-PCIEERD, DOST-ITDI, as well as key industry groups, including the Samahan sa Pilipinas ng mga Industriyang Kimika (SPIK) led by its President Engr. Aldrich F. Bentilanon, and the Association of Petrochemical Manufacturers (APMP).
The meeting focused on the finalization of the Terms of Reference (TOR) for the institutionalization of Research and Development efforts related to the Implementing Rules and Regulations (IRR) of Controlled Chemicals. The TOR will serve as a foundational framework that outlines roles, responsibilities, and guidelines crucial to the effective implementation and continuous improvement of the IRR.
It is important to note that the IRR is currently undergoing revisions to better address emerging challenges and opportunities within the sector. The TOR is essential in guiding coordinated R&D initiatives to ensure regulatory compliance, industry innovation, and public safety.
