On January 20, 2026, a Memorandum of Agreement (MOA) to Implement the Intelligent Systems for Secure and Sustainable Chemical Distribution Management (ISySS CDM) was signed by the Philippine National Police (PNP) through the Civil Security Group (CSG), Firearms and Explosives Office (FEO), Caraga State University (CSU) at the CSG Conference, Camp Crame. This technology innovation, once implemented, will streamline the processing of licenses and permits for controlled chemicals as required under Republic Act No. 9516, while ensuring strict compliance with the data privacy and security standards.

PBGen Ross C. Alvarado, Acting Chief of CSG, and Dr. Rolyn C. Daguil, CSU President, led the signing, accompanied by key staff members (PBGen Jose Manalad Jr.- Acting Chief, Firearms and Explosive Office, PCol Rex Buyucan, Chief, Explosive Management Division FEO, Dr. Jaymer Jayoma of CSU, ISySS CDM Project Leader). 

During the welcome address, PBGen Manalad emphasized PNP-FEO’s commitment to efficiency, innovation, and transparency in line with the PNP’s mandate for Serbisyong Tapat, Malinis at Nararamdaman.

PBGen Alvarado highlighted the partnership as a shared commitment between government and academia to develop a sustainable, adaptable system that complies with data privacy laws. 

At the MOA signing, Dr. Daguil highlighted the role of ISySS CDM in optimizing permit processes, asserting that chemicals should support progress rather than cause harm. “ISySS CDM will ensure chemicals drive progress, not harm, while enhancing transparency in permit processing”, added Dr. Daguil. 

Attending as an observer was the Samahan sa Pilipinas ng mga Industriyang Kimika (SPIK), a longstanding partner of PNP-FEO since the drafting of the 2016 IRR. SPIK’s Technical Working Group under the Philippine Chemical Industry Roadmap (PCIR) recently finalized changes to the IRR with the Board of Investments (BOI). The open discussion at the end of the event was a significant part of the nation’s effort to digitize chemical regulation in the Philippines.
