SPIK Attends FGD on Chemicals of Security Concern Regulatory Framework

The Samahan sa Pilipinas ng mga Industriyang Kimika (SPIK), led by President Engr. Gretchen F. Enarle, participated in the Pre-Coordination Meeting for the Focus Group Discussion (FGD) hosted by the National Intelligence Coordinating Agency (NICA) on November 27, 2024.This assembly, held in Quezon City, convened various stakeholders from the chemical industry and logistics sectors to address chemical security concerns.

Key chemicals under discussion for initial assessments and case studies included cyanogen chloride, hydrogen cyanide, phosgene, acrolein, ammonia, boron triflouride, carbon monoxide, chlorine gas, and ethylene oxide, as well as flourine. The goal of this FGD is to introduce the Chemicals of Security Concern (CoSC) Regulatory Framework Study, engage with relevant stakeholders, and choose suitable case studies to ensure thorough understanding and effective implementation of the framework. A subsequent meeting is planned for December 11, 2024.

DDG Francis Ashley Acedillo, NICA’s Deputy Director General for Cyber and Emerging Threats, underscored the importance of non-attribution and non-retribution in assisting companies especially for they are willing to comply. He also emphasized the development of a comprehensive checklist for chemical management and the inventory of laws and regulations that are barriers to trade.

This collaborative effort aims to enhance national security and protect public safety by fostering a robust regulatory environment for chemical handling and storage.
