On January 10, 2020, the Samahan sa Pilipinas ng mga Industriyang Kimika or SPIK met with the Officers of the DENR- EMB Chemicals Management Section (CMS) to discuss on the possible collaboration between both organizations in conducting a risk assessment seminar.

The proposed seminar will help the EMB and the regulated stakeholders on the concepts of risk assessment. It will also help the regulators in crafting risk-based laws and regulations as part of the good regulatory practice as promoted by the international organizations.

In September 2019, representatives from EMB, FDA and SPIK, attended a 3- day workshop on risk assessment in Hanoi, Vietnam. The workshop was organized by the ASEAN Regulatory Cooperation Project (ARCP) as part of the harmonization process of regulations in the ASEAN Member States including the implementation of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). SPIK is a current member of the GHS Virtual Working Group and Chemical Inventory Virtual Working Group.

It was reported during the meeting with the EMB CMS that there was a good turn out of that seminar and there is great value in attending and organizing it locally for the regional EMB Officers will enhance their capabilities in assessing chemicals to be prioritized for control and management.

The meeting was attended by Engr. Rommel Navaluna, Chief of the CMS and Engr. Joel Maleon while SPIK was represented by its President, Engr. Gretchen Fontejon- Enarle together with Responsible Care Council (RCC) Ms. Joy Manzo- Peña of Dow Chemicals, Ms. Maphel Lao of BASF and Ms. Priscilla Alice Samonte of Neuvochem.

It was also an opportunity to discuss some of the issues and concerns relative to chemical management. The SPIK RCC requested some clarifications in the implementation of the polymer exemption, PICCS Certification, PMPIN rules and regulations and sharing of information relative to Confidential Business Information (CBI).
