The Technical Working Group (TWG) on Controlled Chemicals, comprising key stakeholders from the Samahan sa Pilipinas ng mga Industriyang Kimika (SPIK), Integrated Chemists of the Philippines (ICP), Department of Science and Technology- Industrial Technology Development Institute (DOST-ITDI), and the Philippine National Police- Firearms and Explosives Office (PNP-FEO), gathered virtually on January 23, 2025. This meeting was hosted by the DTI- Board of Investments and facilitated by Mr. Ronaldo DC. Buluran, the Acting Director of Manufacturing Industries Service. 

The main focus of the meeting was the line-by-line review and discussion of the Implementing Rules and Regulations (IRR) of Republic Act 9516, which pertains to the regulation and monitoring of controlled chemicals. The event underscored the importance of updating these rules to cater to the evolving needs of the chemical industry, ensuring safety and security while fostering growth and innovation. The collaborative approach of the TWG is essential for addressing concerns and developing guidelines that balance chemical industry growth with public safety considerations. This meeting is anticipated to pave the way for a more robust and efficient regulatory framework that will significantly impact the sector’s future.
